Some of the most popular characters in the One Piece universe are the Royal Shichibukai. This group is comprised of strong and powerful pirates that have made name for themselves either through ruthlessness, and sheer power. Their strength and abilities (some of which are devil fruit users) are greatly feared by both the Navy and pirates, so to keep that power in check, the World Government decided to make an alliance with them and give these people "special treatment". In exchange, they will serve as a deterrent force against other pirates and the mighty "Four Emperors of the Sea", and will be called to arms whenever necessary.
